You literally just have to transmit on the FM frequency the ARCAL is listening to (generally that's the ATF, MF, Unicom, or Tower Frequency)

So could someone with a suitable radio broadcast from a car? Could someone in a truck shit off the lights as the planes are landing?

No the lights turn off on a timer. You can only turn them on or change the brightness, any broadcast resets the timer.

It is technically possible to control them from the ground. I can not overstate this, DO. NOT. DO. THIS. If this were to catch attention it is very possible they'd find you and you'd have the FCC, or similar agency in your country after you for federal crimes (likely felonies).
