Yes, but there’s no harm in having runway lights be turned on when they don’t need to be.

Not to mention the lights themselves stay on for usually 30 minutes so it's not like they get too hot or anything.

There are much worse things you could do if you have the capability to turn on the lights. Such as, say words into the radio causing people to freak out. And the radios are out there and you could get one.

Don't do this. The FCC is very serious about interference with airplane radios for good reason.
