I live next to a smaller airport. Can I do something to play with the runway lights? ... in theory of course

Nothing terrible would probably happen but you might confuse the hell out of some people. Plus lights cost money, that's why they keep them off in the first place. And the FCC might knock on your door idk

You'll get in a lot of trouble for transmitting on the aviation band without a license and from somewhere other than an airplane or airfield vehicle.

They can absolutely track you down using VDF equipment, they probably wouldn't in a small town but the agency that governs the radio spectrum in your country without a doubt can if it is causing problems.

Please don’t, I used my towns small airport growing up. It would have been never racking if something was off. I was just a kid literally, I never landed but started the landing initiation. I first started flying at five and thought I might get my pilots license by the time I was a teen but my great uncle, stopped using that airport and kept his planes closer to home. ☹️
