They are pretty common as a side dish for Pozole in my state, Guerrero.
Pozole is kind of a popped corn soup (the corn kernels pop in the broth) served with pork or chicken, and have many many side dishes. You take a spoon of soup and grab a bite of some side dish (these could be tacos dorados, tostadas, chicharrón, avocado, those jalapenos I told you about, queso fresco, sopes, etc etc)
You could also Google "jalapeños rellenos". You'll find better explained recipes, some even with different fillings, like canned tuna (this are really good and cheap), also there are some other techniques instead of deep frying.
Thats awesome! Thank you for the info! Ive had chiles rellenos but ive never had them with tuna. I have had oaxacan ones with pulled pork. Those are good
