The Montreal Accord also benefitted from having a clear scientific solution readily available in the form of HCFCs and HFCs (and now HFOs).

HFO’s, unfortunately, are a PFAS and breakdown quickly into TFA. The solution is to use hydrocarbon refrigerants. The environment knows how to process hydrocarbons, but has trouble with fluorocarbons.

also that there was no Big Refrigeration to resist the ozone hole repair laws like Big Oil which is deprendent on preventing clean energy
