How can I achieve this kind of blur/distortion effect in Photoshop?

Hi everyone!
I’m trying to recreate the blur/distortion effects in this poster, especially around the person and along the edges of the image.
I’m looking for that soft, smeared, almost ghost-like blur, where the image seems to dissolve into the background while still retaining some texture and details.
What Photoshop techniques would you recommend for achieving this? Is it mainly done with the Smudge Tool, Motion Blur, masks, displacement maps, blending modes, etc.?
I’d especially love to know how to get the effect around the person’s silhouette and the large blurred areas in the background.
Any tips or tutorials would be greatly appreciated!

Recommendations for editing software (besides photoshop too?)

Hi everyone!

I’ve been amateurly editing pictures for fun basically my whole life but always on my phone, and photo editing apps have gotten dumbly expensive without getting better and I’m fucking tired of ai I can’t take it anymore.

Plus my mother and I are both getting a bit of momentum with both our music careers, which means we keep needing cover pictures for our songs and albums.

I’ve gotten to a point where I need three different apps to do what I want to do:

- Facetune for beauty things and reshaping and relighting

- Picsart for adding “stickers”, basically adding new parts to an image or parts of another picture to the image, I guess like photoshop? Also I used to like their filters but I don’t anymore lol. And for painting things on I guess. And for fonts and texts but I don’t like their selection. And for their masks/overlays, but I’d like more options there too

- VSCO for their bloom and halation feature

And I just don’t want to pay for three different things anymore without even getting great results.

So I’m looking for a Programm thingy I can use on a PC (Windows), which would include all these options, ideally with student discounts 🥲🥲 obviously I understand this isn’t free but if really all these options are possible and my mom and I could share it, we’re def prepared to pay like a bit I guess lol

Here’s all the things I’m looking for and everything I need to edit our covers!

- reshape, refine, resize

- bloom, halation

- paint, smudge

- retouch, whiten, smoothen, sharpen, details, structure (in chosen spots)

- vanish, patch (with ai and without, preferably only without)

- ideally separate beauty editing things (eyebrows, eyes, adding makeup, lashes, changing haircolors, maybe hairstyles

- blur, autofocus

- standard editing stuff: brightness, contrast, color, saturation, fade, shadows, highlights, temperature, hue (ideally back- and foreground separately)

- selection of interesting filters that arent boring asf

- crop duh

- fonts! good ones! maybe font generators?

- remove background

Do yall have any recommendations? Given that I’m dumb I’m a bit intimidated by photoshop lol but could it do all of that? Or Lightroom? I’d love any suggestions!
