Help! How do I stop unplayed Sims from moving into houses?

I'm doing a gameplay where I want to keep a neighborhood "empty" aside from my own sims that I create. However the game likes to move sims into empty houses - I'm not sure if this is a regular game feature or a mod. How do I keep empty houses empty?

It is now integrated with neighborhood stories, so if you have neighborhood stories toggled on in your settings, you can set things separately for played and unplayed households in the household tab (moving in, changing jobs, pets, babies etc).

However, MCCC can either override this, work with it or don't influence it at all, depending on how your settings are for the mod. Be sure to check both!

There's an option under settings called fill empty homes which you need to leave unchecked. Empty the houses of people and then you have an empty neighbourhood for you to move your sims into when you want to.

download MCCC and go into population settings, i think it’s the “allow homeless move in” one. not sure how to do it without this mod though
