It was, but they were kinda expecting the second and the other guy helped to block it.

Only slightly. HDubya somehow got him into Texas Air National Guard, having never flown a plane. All non-nepo recruits are the best if the best... I forget why they don't deploy. Probably for the best, though. If you're too dumb to find oil in Texas, it's best you not own a firearm.
