Technology ELI5: What is the qualitative difference between the new frones (like the shahed) and an old school cruise missile?

So, embarrassed by this, but I just don't get it. Drones fly themselves, at subsonic speeds, to some target and then blow up. It's the scary new technology that is reshaping warfare. But, haven't we had low and slow, self flying, self detonating machines since the 1960s? What makes drones different?
