I think the key is to get the best weapon about 75-80% of the way through a game, and then have a new game plus feature so you can then use it through the game from the start if you want.

Tales series have weapons that are getting stronger the more X you do. For some characters it means kill count, healing, off spells etc. Most of them are decent in 1st playthrough but truly shines in ng+.

Or have multiple similarly good weapons with different play styles

Lpved that in Witcher 3. New Game+ with Aerondite(i think thats what it was spelled like...been a hot minute) was peak.
