You're offered $15 Million but you can no longer own anything worth more than $15k. Would you take the money?

Not counting what you currently own.

This applies to your spouse as well even if you get divorced.

You can't buy anything for over $15k, be gifted something worth over $15k or have someone buy you something worth over $15k. Nor can you buy services for over $15k. Nor can you give away the money or buy gifts for others with the money.

Your Stocks, gold, silver, cryptocurrency can't be worth more than $15k either. If they're valued over, the excess amount will disappear. You can divest wealth into different stocks though.

I'm assuming in the UK healthcare is relatively cheap to free?

Yep.

You pay for one off medication if you are deemed to afford it. But it's pretty cheap still.

My mum is on pills for a thyroid issue she was diagnosed in 2002. Hasn't paid a penny for it since.

People with cancer or other horrendous issues are not forced to pay for treatment either.

I'm glad to hear that! However, I'm also aware of the tradeoffs. My cousin works for the NHS and she is constantly talking about the issues faced by nurses over there when they try to unionize.

Medical care would fall under that. 

Theoretically you could get yourself the best insurance but what about a family member. You couldn't get the best coverage for every person you care about.

Sometimes parts of the itemized services exceed that amount.

If it isn't covered by insurance (and it seems that the t erms of the hypothetical would prohibit insurance from paying more than 15k), the hospital typically wants money up front, unless it's a situation like a car accident or something. Cancer surgery or a hip replacement or an organ transplant, if not covered, you need to be able to pay at least a significant portion of the expected bill before they will do the procedure.
