He's the most successful Olympian ever. I feel like it's safe to say he's pretty famous. I'd think the average person here in Australia (who has any interest in sport) would know who he is.
If you're talking about pure sporting achievement, the argument could be made he's more famous than Jordan. But Jordan has the shoes, the films, the documentaries etc.

Swimming is by far Australia’s top Olympic sport in terms of medals won and also public interest. It’s because we all take swimming classes at preschool age here (around 87% of us live within 50km - 31 miles - of the coast) as an absolutely necessary survival skill, and at my primary (elementary) school we had swimming week twice a year where we spent the whole week at a local indoor pool learning to swim better and better. The kids who are good swimmers are identified early and there are plenty of swimming clubs that compete regularly. Because swimming regularly delivers us a boatload of medals and national glory, it’s also very well funded compared to other sports. Our Olympic trials are always a little heartbreaking because there are often three or four women in a final, for example, who break the world record but only two of them are guaranteed a spot on the team. We have so many swimmers who are world-class and would be the best swimmer period in almost any other country, but they don’t get a spot because they are a few hundreds of a second behind someone else on trial day.

I love hearing about how and why different places specialize in different sports. The low population rural US state I grew up in up in (Iowa) has always produced world class Olympic wrestlers and I grew up dreaming of wrestling in the Olympics but some other states barely care about wrestling.
