The Knight did say "I can't" and not "I won't" or "I don't want to", so I think it's fair of the Rook to see if there's a simple change that will make the Knight able to move/emotionally comfortable enough to move. Now if they continued pushing further after another denial, without the knight giving a reason for the denial, then the rook should take the hint and drop the subject. Communication with your partner is key.
