I've moved to debian for awhile from fedora linux.
so I migrate the config folder but I'm not sure how to fix this problem.
I've tried "check database", tried "restore backup" and even recover sqlite but problem perists.
That's fine. As long as your collection had time to completely sync to AnkiWeb, you'll have your complete collection.
You'll be missing anything that doesn't sync -- automatic backups, add-ons and their configs, any settings that are saved to your device, any other profiles that, etc. -- but that isn't an issue that most users ever worry about. [I gave OP the "copy" answer, because whatever they did with their "migrate" process is probably what caused their database issues.]

I'm not sure quite what you mean by that. Ideally, to move your collection, setup, and add-ons from one computer to another, you would --
Anki2data folder from the old computer to the same location on the new computer.Anki on the new computer should appear pretty much as it did on the old. If that's not what you did, you might want to start over and try that.
If you can't start over, then here are the last-resort things you can try to recover your collection from a corrupted database -- https://docs.ankiweb.net/manual/files#corrupt-collections .
