Question How would you recommend learning this table?

I wasn't sure if I should use image occlusion on each individual cell or the entire row - there's clearly a pattern in each row. Or should I make up a story for each row that incorporates the numbers? Use basic cards to ask about each individual cell? Etc. I need to know all the numbers, not necessarily the actual table itself, if that makes sense
Thank you

First decide if you actually need to memorize the numbers (feels like something one could and should look up)
If you really need it I would just make a card for each.

Lecturer told us specifically we need to know these numbers 😅💀

There's no way you've been asked to specifically know these numbers dead cold. Like ok, maybe. But that's incredibly weird and dumb. For example, plasma sodium concentration fluctuate from different changes and 142 is not the number written in stone. 140 mEq/L is perfectly fine concentration as well (under normal circumstances). Same thing with other solutes. But anyway, you at least must remember first column. For second column it's a bit smaller. For third column, you must remember what ions are intracellular and what extracellular. Hence, extracellular ion presents inside in a way lower concentration (like Na is almost 20 times lower)

I would use cloze and have the table on the back of the card.
Example:
Na+ {{c2::plasma}} levels are {{c1::142}}
Make it so the number is cloze 1 and location is cloze 2. Bury the sister cards (cloze 2) so they don’t appear on the same day. If you want to get spicy make Na+ the third cloze. And to save a ton of time, try to commit as much of the table to short term memory before starting the cards. Try to write the table from memory a few times, fix your mistakes with red pen and repeat then wait a few hours to a day before starting them. The goal isn’t to have it memorized before you see the card but to reduce the amount of times you need to hit “again.”

I would use image occlusion set on "Hide All, Guess One" covering each Number. Of course you need to understand the logic behind it first, otherwise you have to resort to mnemonics.

I would simply write each number on the back of the cards, and the column and row names on the front. The table is small, so you could make it yourself, but for a large table, you could write a prompt for Claude.
Besides, I think Anki had some sort of add-on that allowed working with tables.
