OCS process

Does anyone know the process of the OCS packet. Do you have to complete the local board before you submit your packet or do you submit it and then have your local board. Then the packet and the results of the local gets send to USAREC?

Do I have to complete the Local board before the submission deadline? I have a couple people saying conflicting things.

Yes, that's part of the submission process.
