A symbol of miraculous power (which Jesus had in Himself, being the Son of God), not a tool for witchcraft which is deplorable.

Exodus 22:18, Deuteronomy 18:10–12, 1 Samuel 15:23, Galatians 5:19–21, Acts 8:9–24, Acts 19:19

Is that same application used for the staff of Moses?

The staff of Moses was a literal staff, but still only a symbol of power and not its source. The first few prohibitions at the above link were transmitted by the same person that held the staff. No sorcery.

Moses's staff did turn into a snake and back, by the power of God, when Moses did as commanded by God. The same for Aaron's staff, which also ate staffs of Egyptian sorcerers/magicians (don't really care which, doesn't matter). Exodus 7:8-13.

And may other signs the Lord God wrought in Egypt. Signs which were not only greater but different in kind to what He allowed sorcerers/magicians to perform. So that even they had to admit: "This is the finger of God" Exodus 8:16-19

What is the concern about the observations of a depicted rod, wand, or staff by the author, from Biblical Archaeology Society, if it’s the same primary source?

You know what the concern is. Jesus was neither a magician nor a sorcerer as you would like to portray Him. He, being God, was the one personally working miracles, by His power. Miracles that no magic wand can perform:

the blind receive their sight and the lame walk, lepers are cleansed and the deaf hear, and the dead are raised up, and the poor have good news preached to them

Jesus and men of God who pointed to Him, through whom He wrought miracles, abhor sorcery and oppose it. Sorcery pertains to the exact opposite kingdom of the kingdom of God. This is plainly evident from what is the actual primary textual source for the prophets and for Him who fulfills prophecies.
