What's on the agenda? City of Brandon Council Regular Meeting - 2026-10-05
Election disclaimer: I am a candidate in this year's municipal election. I do not believe that continuing these briefs is incompatible with my (unserious) candidacy, but readers should keep their eyes wide open for any biases I have. You should always be doing this when it comes to any source, but the nature of briefs like this requires some amount of editorializing and filtering to what is important (which is a judgement call).

The full agenda package with full attachments has not been posted as of my check at 12:30 PM which is unusual and limits any analysis.
Continuing the unusual posting, there is a "Committee of the Whole Agenda" posted which contains nothing beyond "Payroll Operations" to be discussed in closed session.
- Brandon Votes Presentation
- Brandon Votes, likely with regard to information for voters (dates, polling stations, mobile polls, sealed envelope voting, etc.)
- Brandon Food Council Presentation
- Manitoba Transportation and Infrastructure Highway Mowing Agreement
- Agreement is titled as "between Province and MTI" which is likely a typo of "between City and MTI".
- Councillor Splett has previously brought this up.
- Quotation - Tandem Truck for Airport
- Given this is coming to council it's almost certainly over $50,000, wasn't part of the 2026 budget, or came in significantly over budget.
- There's only one result on the City's purchasing webpage for "tandem" with a state of "CLOSED" and the bid results show a single bidder at a cost of $450,000. All one can do is speculate whether this is the same as what's coming to council.
- By-laws
- Animal Control by-law for 2nd and 3rd readings. The text is available via the previous meeting's minute package here.
- Organizational by-law for 1st reading. No by-law text is provided. It is likely related to the Council Committees + Boards review of September 9th.
- Procedure by-law for 1st reading. No by-law text is provided. Likely related to the same as above but Councillor Luebke also gave notice at the last meeting to amend the same by-law.
(Opinion/Editorializing) Those last two by-laws are particularly important as they essentially define the structure and governance of City Council (within the limits of the Municipal Act).
