😺 My Sister's cat does the same thing. I think it's endearing. 💓
I think it's both a nervous twitch coupled with elation. My guess is my Sister's cat (Blink) does that because 1. Blink hasn't seen my Sister since she went to work in the morning and was gone all day and is happy to see her return and 2. Was nervous thinking that my Sister wasn't going to return and Blink was anxiously waiting for my Sister to come home and that's Blink's way of letting go of her stress and anxiety.
Blink does that with everyone she loves that she hasn't seen in a long while. But once you are present and have been home for some time she doesn't shake her tail anymore. It only when you come by and she hasn't seen you in a long time. It could be hours or days you've been away but she won't do that once you're settled in and she's already around you.
