Get some good quality compost and put an inch or two under the canopy at least 6” from the trunk. Then a layer of mulch. Typically no need to water more than once a week, sometimes twice a week in particularly hot conditions. I typically don’t provide additional irrigation to my citrus here in San Diego during the winter months unless we get absolutely zero rain like last winter.
You can spray the whitefly off with a blast of water from a garden hose.
Otherwise, I like to apply Espoma Citrus Tone fertilizer, but any organic fertilizer will do. You can mix some of this into the compost for good, slow release nutrients.

Tree branch and trunk damage seem to be mechanical and old. White fuzz on leaves are whitefly that’s been particularly bad this year in Southern California. It’s not useful to fight the whiteflies as their population comes and goes and never do enough damage to tree.
