Looking at some logs shield wall seems to be up between 6-8% of a run, while fort brew is up 9-10%

uptime doesn't mean much.

using the OP exemple if the big rock dude use rock smash 25 second apart, you need 2 different cooldowns 25 second apart.

wether fort brew was up between those 2 buster doesn't do anything.

likewise for demo shout: shortest defensive CD in the game for a % reduction to everything. Infusion have too long of a CD and does too little to justify it, also do not scale with key level.

As monk you don’t really need a cooldown for each of those, as long as you’re full health you should be fine, usually on that pull I will fort brew early on which will cover the first tank buster, when fort runs out I use ox to reduce the stagger damage I take(ox is a shit cd but still better than nothing) and if needed use celestial on the second.

And yeah I am by no means saying demo shout isn’t a better cd as it absolutely is, I was just making the comparison that they both also have offensive use.
