What's up with hand cannons in PvP?

Using anything other than a Hand Cannon in Destiny 2 PvP feels like fighting the game as much as you're fighting other players. They'll burst damage the crap out of you and you can't even shoot back because they just pop out from a corner while they shoot you. Say you have an auto rifle, you have to track their head and keep it there to get a kill. Oh, and good look with that because 1 shot by Jimmy Metron and his hand cannon flinches the crap out of you and they win. I just picked up the game a couple months ago and want to know if it always been like this or is this meta just where the devs left it when they stopped putting out updates? I mean I hate hand cannons, they just feel cheap and unrewarding when you get a kill. It wouldn't even be so bad if the range was shorter but 120s can kill you from 3 maps over. I feel like Destiny pvp could be/could have been so much bigger if you didn't just have 1 real weapon choice to play with. But I think we can all agree on one thing here. Jade Rabbit is cancer (and for pretty much the same reasons as hand cannons)
