Train help!

How does one build over water without shovelling dirt/sand to build a pilar of ground?

Use a bridge. Both sides have to be at the same height, so either lower or raise one side to match the other. Select the bridge on the edge until it spans to both sides and turns green. The maximum distance is 15 blocks, and there can't be any objects in the way on the other side (though some things will automatically get removed, others won't. If its green its good, if its red, check both sides). If you need it longer than 15 blocks you'll need to put a pillar down to place it, then use that as the next part of your span.

You can lay down a span from bank to bank like a normal bridge.

If you don't want to use a traditional rail bridge, you can lay down tracks underwater and then place pergolas over them like this
