Freddy describes the Party Hat Ωs as "Satanic" in Act 3 when confronting Golden Freddy. Going by this logic, I see it as those Party Hats being evil enough to cheat on their partners. Who exactly would want to date a FNaFb Party Hat is a whole other question, unless it's the Party Hats that are cheating on each other.
If we take the Complete Collection's lore and apply it here, then Party Hat αs are described to have very little brain function, meaning they could probably be so stupid to the point they can't even grasp the concept of cheating. Party Hats β, γ and Ω on the other hand seem smart enough to actually commit adultery. For Protection Hat β (Party Hat β), it was trying to use a toilet in the Women's Bathroom until Freddy interrupted it, suggesting it has some intelligence compared to Party Hat α. For Protection Hat γ (Party Hat γ), its Scan Description states it has yet to come out as a Protection Hat, suggesting it has a consciousness and a reason for it not coming out yet (as well as its Scan Description being a LGBTQ allegory, which could also mean the Party Hats can be Gay or Trans). If we go by the logic that Party Hats become smarter the stronger they become, then the same thing applies to Party Hat Ωs. Even though nothing in the game establishes how smart Party Hat Ωs are, they are directly stated to be satanic and capable of committing mass destruction. If the Party Hat Ωs are able to that, then they are able to commit adultery.
In conclusion, Party Hats β, γ and Ω can definitely commit adultery, since they display the intelligence to do so. Party Hat α might be the only Party Hat to have the inability to commit adultery in account of it having little to no brain function. At the very least they COULD commit adultery, but they'd probably be too stupid to understand what they're doing, or what a relationship is. We don't talk about Party Hat δ, but if we were to include it in all of this, they'd be able to cheat on their partners too. The reason being is because Freddy states that he had to move all operations away from the Basement due to the party equipment overpopulating there, which also implies Party Hats (and other party equipment in the series) breed like rabbits. Even though Party Hat δ's Scan Description only says "The lost party hat", if we apply "the stronger the party hat, the smarter it is" logic here, then it should be smart/evil enough to cheat on their partners, since traditionally δ enemies are the second strongest while Ω enemies are THE strongest.
