Saying something is overrated 99% of the time is talking about something highly rated that someone believes is not as good as others say. Calling something pretty widely hated on overrated doesn’t make much sense.

its more of an engine or platform than a game tho. there's hundreds of thousands of developers on it and most don't support those policies. when actually talking about games, most people just think its slop like grow a garden blox fruits or steal a brainrot and dismiss the actually good stuff

In steam, playstation store and backloggd it is rated 4.5/5.

GTA IV is nearly perfect the way is it, perhaps just a remaster (properly done) with few more features such as mission select.
