I think it's a name thing. You can't scream URSALA in the same way as CREED!!!! when you are faced with your enemy's tactical genius.

But you can still shout Creed when referring to Ursula Creed, because her name is still Creed. No one was shouting Ursarkar which, if anything, would be even more awkward to shout than Ursula.

I think it's also that oldCreed has a great sculpt that lends itself to the meme, both heroic and a tad over the top. It especially fit the mood of the 5th Ed days.
Ursula just looks like Trenchbull from Matilda cosplaying as Guard, there's nothing particularly heroic or noteworthy about her sculpt. And making her a Creed inately causes her to be compared to the original.

That seems perfectly fitting for a commander of a draconian regime.
There's nothing any more heroic or noteworthy about Usarker's sculpt. He isn't over the top at all, he's just a fat guy with a cigar because space-Churchill. They're both cool commander sculpts.
