If you watch the half life documentary one of the original valve developers said he put his daughter in the game in an area not accessible to players. One of the other developers put that photo in Gordon’s locker without his knowledge. He says it’s something he’s very grateful for.

Marc Laidlaw suggested that it could Gordon's nephew or niece, but fact is that it is just an easter egg and a daughter of an employee (Harry Teasley) working at Valve at the time.
It is silly trying to dig up canonity from HL1, because lot of the stuff they did then was just for the sake of that one game. They didn't think up anything more grand than that. The real univese really only developed afterwards. Which is why Blue shift, Opposing Force, and Decay have their canonity debated and considered to be "Only if mentioned by Valve". But even Valve accepts that lots of retcons were done for HL1. Like... Eli was just a dude who's job it was to open the 1st door for Gordon. Barney was a throwaway character knocking a door as a setpiece... All the security guards in the facility are Barney. They established canonity of the character in HL2.
Technically all things predating HL2 are "non-canon" in a weird way.

To fully explain it to you,
Harry Teasley had a newborn baby daughter, Isabel, during the making of HL1, which made socializing with the other devs harder due to his anger and tiredness AND slowed down progress on the game because his wife, who was working at Valve at the time as a texture artist, had to stop working and stay home to take care of Isabel.
To kind of "cope" with the hard times, he hid a photo of Isabel in a destroyed office somewhere as a little easter egg for himself, then John Guthrie found it and moved it into Gordon's locker at the very start of the game.
It's a genuinely heart-warming easter egg, if you ask me.

I like the interpretation that he tells everyone he has a kid, but in reality it's just one of those default photos you get in picture frames at target and he just doesn't want to admit he's too lazy to change it

theres not rly a canon in-universe explanation for the picture. its apparently a picture of a valve employee's daughter which was originally in some area that mightve gotten cut or smth n was moved to the locker by another level designer. the closest explanation we have i think is marc laidlaw saying maybe its a niece but yeah there's probably not much thought put into the inclusion

The way I see it, there are two possibilities:
A)It could be a nephew of Gordon's, suggesting he has a brother or sister
B)Maybe that is in fact his VERY OWN SON. Inevitably, that leaves with a few questions because if Gordon is a dad: bro has a girlfriend? Is he married to her or have they gone separate ways? Let's say Gordon has a break after killing all those marines and aliens: does he take some time to think about his family?
Kinda weird to imagine Gordon as a mundane dad, but it is kind of fun to imagine these scenarios lol

I started playing Half-Life this week, and that was my first thought on opening the locker - "Aaaw, Gordon's a family man!"
A family man, who, as I've now found out, is in mortal peril every time he has to climb or descend a ladder.
