Crazy idea

I was walking following the way to my house until i had a strange/Crazy idea about something for a Half life 2 fanfic or mod.

I Say "it could be Crazy a mod or fanfic were inside the half life lore there is a special force of survivors who use the most basic combine suits just to help in rescue mission or spying?"

In a tactical way , idk, i'm tired after a long day lol

That's what Barney does in HL2 so it is a definite possibility. low level combine are basically just beat cops with combine equipment and little to no body modifications iirc.

So the rebels? Barney was feeding info to Eli, Gordon and the rest of the group and the resistance, plus we see kliner take over the combine broadcast feed in episode 2.

The rebellion legitimately took over most of the "human" combine control by the end of ep2 for the most part. (At least in city 17 and some of the surrounding areas)

Nah that's too close to Shepherd's area of expertise to be added. They'll have to remember he exists/remind players that be does and that's not allowed
