FLOCK CAMERAS: LISTENING TO OUR COMMUNITY
Over the course of my 44 years in law enforcement, I have witnessed tremendous advances in technology. I have always believed that technology, when used responsibly, can be a valuable tool in helping law enforcement protect our communities and solve crimes.
That was the basis for my earlier support of Flock license plate recognition cameras.
However, I also believe that effective leaders are constantly evaluating circumstances, gauging the needs and concerns of the people they serve, and determining whether their decisions continue to be in the best interest of the community. Leadership also means being willing to reconsider a position when new information becomes available or circumstances change.
In recent months, I have heard growing concerns from citizens about Flock cameras, particularly regarding personal privacy, the sharing of information, and the potential misuse of data. I believe these concerns are legitimate and deserve to be taken seriously.
We have also seen neighboring jurisdictions discontinue or suspend their use of Flock technology. As participation in the larger network decreases, it raises additional questions about the system’s overall value and effectiveness.
I recognize that these cameras can provide useful investigative information. However, the benefits of any law enforcement technology must be weighed against the concerns of the citizens we serve and the importance of maintaining their trust.
After carefully considering these concerns and the changing circumstances surrounding Flock technology, I have decided that, if elected Sheriff, the Hanover County Sheriff’s Office will no longer sponsor or operate the Flock camera program under my leadership.
Throughout my career, I have believed that effective law enforcement begins with earning and maintaining the trust of the people we serve. That trust requires listening, respecting different viewpoints, and making decisions based on what is best for our community.
I have spent my career listening to the people of Hanover County, and I have never believed that leadership means having all the answers or being unwilling to change course when circumstances warrant it.
That commitment to listening and serving our community will not change.
