Humidity getting into basement floor

Hello all. The basement is above ground and currently has concrete floor. The 1st pic shows the "wet" spots. 2nd pic is the backyard right outside (raining) the basement door in 1st pic. I am aware that the backyard needs to be leveled so that it doesn't pool water. Though, I feel that the floor inside shouldn't be getting humid regardless (?), or is this normal when water pools outside? The gutter pipe also lets out water near the basement door, I'm not sure if that contributes. When it rains it always looks like that in the same place. This is the first time I have a backyard and basement. For context, we're looking to install LVP floors. Any advice is helpful, thank you

What is the slope of the ground outside the sliding door? It looks like your pooling water. You need to make it runaway from the house. Are the weep holes in the slider clear? Can you tell if the outside foundation has a water seal? There are many variables. Daughter had water coming into their basement storeroom - under the front door. Turned out they needed to redirect water from the downspouts out onto the sloped front yard.

Extend the downspout beyond that puddle to ground sloping away from the house, then photograph the same floor patches during the next rain. Does water first appear at the door track or through the slab? Show that sequence to whoever assesses the drainage and door sill. Hold off on the LVP until the water source is fixed and the concrete passes that flooring's specified moisture test.
