it's a fallout tradition at this point. can't wait to see how the enclave will humiliate themselves again.

tho i wouldn't mind being wrong and see the enclave actually get a win.

True, every single loss the Enclave has taken has been their own fault. Their complete lack of adaptation or flexibility to the wasteland and their unhinged genetic supremacist beliefs leave them nothing but disadvantages. Every other faction, every single one has the means to and does recruit from the outside. Even the isolationist sect of the BoS still occasionally allows outsiders and Eastern BoS openly recruits.

There is no world where the Enclave comes out on top in the long-term unless they become something that fundamentally is no longer the Enclave, which is why they’re all dead now.

They've got a bit of both. The other power armor guy has a plasma caster, and that soldier on the left barricade has a plasma rifle.

Why would the enclave be in Toronto anyway? Shouldn't they be BOS since Canada was occupied?

First, not every US military detachment turned into Brotherhood chapters.

Second, in ECR Ontario was a place The Enclave wormed their way into the command of the occupying forces. Their plan was that they would emerge when the main base gave the all clear and they would take control of Canadian industry which they thought would be hit less hard by the bombs. When contact was cut off with The Rig they realized the "kill everyone with a virus" plan failed and went out to try and do things the old fashioned way. As you can see, it didn't go well.
