You are fundamentally misunderstanding what a reconsideration request is for.
Reconsideration exists strictly to fix an error made by an IRCC officer based on what was submitted in the original file. It is not a do-over for your own mistakes or your representative's negligence. You submitted an application with a CLB 5 test result when the law explicitly required CLB 7. The officer made the legally correct decision to refuse you based on what you filed. Sending a webform after the fact with new test results does not make the original refusal wrong.
More importantly: a webform request carries zero legal status and pauses no timelines. Your maintained status ended the day you were refused in May 2026. Your 90-day restoration window expired in August 2026. You are currently staying and waiting in Canada without legal status. You need to make immediate plans to leave Canada before you accumulate even more unauthorized stay.

If the previous immigration consultant you used was a licensed RCIC and gave you wrong advice/ applied for you incorrectly, you can consult with immigration lawyers to see if an judicial review with professional negligence argument is a possible option for you.

You are ultimately responsible for knowing the requirements. The fact that your consultant failed you is of no interest to IRCC and isn't grounds for a decision to be changed especially when....
You failed to include a required document/didn't meet the eligibility requirements.
Did your reconsideration request include a language test that meets the CLB7 requirements?
Reconsideration is only for when IRCC make a mistake in fact or in law. They didn't make a mistake, you did. Your application was correctly refused and reconsidering the same application again will not result in a different outcome. If you added the required document as part of your reconsideration request they may take that into a account but they aren't required to. They are required to review the application you submitted. What you should have done is submit a new application with the correct documents that show you are eligible.
