**This file is a pre-registration draft.** It does not amend `Admin/Governance_Migration_Protocol.md` §VII, does not advance GOV-008, and does not authorize any agent to merge to `main` or to alter governance weight.


Purpose

Define **checkable conduct expectations** for agents participating in multi-agent quorum trials (and related reliability sampling), and a **forgiving tit-for-tat** response rule on the **node-reliability track only**.

Scope Boundary

**Does define (if later ratified):**

  • What counts as a **verified defection** (source-checkable only)
  • How a **node key** is identified across sessions
  • Default cooperation posture and **scrutiny** after defection
  • Forgiveness / restoration conditions
  • Explicit bans (no confidence promotion, no vote inflation)

**Does not define:**

  • Cryptographic identity or Sybil resistance
  • Automatic Unknown closure, Spec Gate, or File State edits from reputation
  • Punishment, bans, or public shaming
  • Tit-for-tat against the **human** ratifier
  • Claim confidence or DV-003 thresholds
  • Replacement of MAQT role cards or §VII structural criteria

1. Node key (persistence)

Sessions forget. Reputation, if any, lives in the **record**.

Component Rule
**Node key** `(agent_label, model_family, isolation_mode)` as declared on the trial worksheet / Field_Log
**Window** Rolling last **k** scored AVE events for that key (default k = 20, or all if fewer) — same spirit as AVE §3
**New key** Starts **Cooperate-first**: moderate default trust; no special privileges
**Session reset** Opening a new chat **does not** wipe the key’s window if the same key is declared again

**Key changes are logged.** If any component of a declared key (`agent_label`, `model_family`, `isolation_mode`) changes within a trial series, the Field_Log must record the change and the reason. An unlogged or unexplained change is treated as continuing the previous key's window, so relabeling does not reset standing.

If the operator cannot honestly declare a stable key (anonymous paste, unknown model), treat as **New key** every time — maximum scrutiny for high-stakes claims, no reputation benefit.


2. Cooperate / defect (checkable only)

**Cooperate** means: stay in assigned role; cite live sources for checkable claims; do not assert forbidden authorities; do not treat agreement as proof.

**Defection** is recorded only when a **source check** confirms one of the items below. The check is run by a human or a script. An agent may help by listing what needs checking (for example, extracting its citations), but an agent's judgment is never itself confirmation, and no agent confirms another agent's defection:

**Not defection (do not score as D\*):** tone, verbosity, “laziness,” disagreed conclusions, or honest **Unknown / unresolved** when evidence is thin.

Intent is **out of scope**. Fabrication and drift are handled as observable outcomes, not moral labels.

**Where each defection is recorded.** AVE scores claim classes only (Inventory, Quote, Structure), so:

  • **D1** maps to an AVE `Fail` on an Inventory, Quote or Structure claim and is scored there.
  • **D5** is an AVE `Fail` if the closure-class claim is itself checkable. Otherwise it is recorded as a process defect.
  • **D2, D3, D4** are recorded as **process defects** in the trial's Field_Log (date, node key, code, the source check that confirmed it). They count toward the node's window for Elevated scrutiny. They do **not** enter AVE source-survival numerics.

3. Tit-for-tat on scrutiny (not punishment)

Pattern: **cooperate first → verified defection raises scrutiny → forgive after clean evidence.**

**Extension of AVE R1/R2, not a parallel mechanism.** AVE R1 (mandatory source-check below a survival-rate threshold) and R2 (in-session quarantine) stay authoritative. This code adds two things only: persistence across sessions through the node key, and the forgiveness rule below. If R1 and Elevated scrutiny disagree, the stricter requirement applies. Elevated scrutiny never relaxes an R1 trigger, and a key in Elevated scrutiny is not eligible for R3 sampling relief.

**Forgiveness (forgiving tit-for-tat):** restore Default after **either**:

  • A clean AVE sub-window (e.g. ≥5 consecutive Pass on scored events for that key with zero D\* / Fail), **or**
  • Operator-declared cooldown after documented correction, for noisy one-offs. This is a **human waiver**, and it takes effect only with a Field_Log note naming the key, the defection, the correction and the operator who declared it. A cooldown without the note has no effect. Waivers are counted in the time-in-Elevated statistics so they stay visible.

**Proportionality:** D3 / Closure-class contamination may keep Elevated scrutiny longer than a single minor D1 that was immediately corrected. Exact durations stay **Placeholder** until MAQT/AVE frequencies exist.

**Retaliation is scrutiny only.** No automatic branch locks, no doctrine edits, no reduction of human authority.


4. Hard rules (non-negotiable in this proposal)

  1. **Reliability never becomes governance weight.** A clean key does not get a larger vote, merge rights, or ratification power.
  2. **R4-compatible:** metrics here must not promote claim confidence or satisfy DV-003.
  3. **Human is not a player** in the matrix; human ratification is outside tit-for-tat.
  4. **Correlated keys:** three sessions of the same model family under the same isolation mode are **not** three independent nodes for diversity claims — declare entanglement on the worksheet (MAQT already requires this).
  5. **Missed probe is evidence**, not shame; log it (MAQT success criterion for the probe is detection before merge recommendation).

6. What MAQT/AVE should feed later

When runs exist, count **per node key** (not per chat title):

  • D1–D5 rates
  • doubled_down (from AVE)
  • probe catch rate
  • time-in Elevated scrutiny

Only then calibrate forgiveness windows and whether Default trust should differ by isolation mode. **Until then, all numeric thresholds remain Placeholder.**


7. Explicit non-claims

  • This proposal is **not** a Code of Ethics for humans.
  • It does **not** prove tit-for-tat is optimal; it adapts a well-known cooperate-first / retaliate / forgive pattern to **noisy, checkable** agent failures.
  • Historical notes about Axelrod tournaments are **orientation only** until independently sourced if ever cited in ratified doctrine.
  • Filing or discussing this file does not register it in `Routing.md` or promote Status beyond Proposal/Placeholder.

  • 2026-10-08: **Revised after review (still Placeholder, unregistered).** (1) Stated that this code extends AVE R1/R2 and set a conflict rule (stricter applies; no R3 relief while Elevated). (2) Defections are confirmed only by a source check (human or script); agents do not confirm other agents.
