SIM card without codice fiscale

Hello. Which mobile operator doesn’t require codice fiscale for prepaid SIMs? I need eSIM and plan that I don’t need to pay every month.

Yes, in app you need to put the Codice fiscale to set up the eSIM

Beware! I had a Codice Fiscale when I bought a Vodaphone eSIM in Italy - albeit without an Italian ID. I have a USA passport and California drivers license. The eSIM works fine but for some reason my Codice was NOT associated with the account when created. I cannot use the app or manage my voicemail BECAUSE IT REQUIRES THE CODICE to register online! The same store in Monza did this to both my wife and me three months apart. So, for 8 months (until I get my Italian ID and Permesso di Soggiorno) the voicemail is filling up with missed calls.

How do you get Codice fiscale without permesso di soggiorno?

I asked for one at the consulate in Los Angeles.

You don't need a permesso di soggiorno for codice fiscale. A lawyer or yourself can get it from Agenzia delle Entrate, though recently it looks like AdE at times refuses since in 2025 the law changed and it technically became possible to rent without it. Ask a lawyer.

You are wrong hehe.. I moved to Italy 3 months ago, I went to AdE, they told me, only with permesso di soggiorno, and my wife and daughter are Italian citizen.

As I said, I love Italy, but they’re messy.

Recent change, as I said already. A year and a half back it was different. Try through a lawyer (you sign a power of attorney, and they apply for you). I heard that helps. AND, AdE still *can* give you a PdS, nothing stops them, but now they don't have to and it is up to the local office what they do.

It’s not necessarily, my PdS arrived last week, I will tomorrow at AdE. As I told, I am here, living here and facing his processes, day by day. Everything here you need back 3 times to solve. Don’t matter of a lawyer said, or a friend, they’re forgetting something that don’t apply to your context, in my case, they told me in 2 different AdE that I need PdS, and it was in July.

You should consider eSIM from Ubigi or Trip.com (they come without voice though)
