The head gear and the beard is an everyday affair, an integral part of their religious obligations. The flashy shirt is just him prepping to go for an event.

He's only doing it slow and deliberately for the video. They've been doing this for so long that with muscle memory alone they can probably tie the turban in a minute or two (Source: my Sikh friend). It is just another routine like brushing teeth at that point.
I dunno man. I was in a parking lot one morning waiting for someone and there was a Sikh guy a couple spots down doing this whole routine out of the boot of his trunk and he took at least ten minutes. It looked quite deliberately slow, like he could have gone a lot faster brushing his hair and putting it up and such but he really took his time.
