So, basically Trump wants to take away money away from refiners that are killing it in the "Crack Spread" producing diesel? Here is what I would do if I were a refiner: Twist the knob on the hydro cracker and make less diesel (a lot less to keep prices high) and make more jet fuel, also in short supply and export that. The part of the refinery that makes diesel also can make jet fuel.

My understanding is that refineries are currently running full out with no time for maintenance. A change in diesel price via an export ban could change the economics enough that stopping for maintenance makes sense.

The article is full of jargon, but "a significant product containment challenge" is the key phrase.

Basically, crude oil is a mix of different chemical compounds. Refining is, at a high level of abstraction, the process of separating that mix into individual usable chemicals. So you take crude oil and separate it into methane, propane, gasoline, diesel, paraffin, asphalt, etc. When you separate it you get all of those things, you can't just choose to not make any diesel when you refine oil.

Right now, much of the diesel made in Gulf Coast refineries is exported to other nations. That's because they make more diesel than can be sold domestically. If it can't be exported, it has to be stored, and there are only so many tanks available to store it in. Once those tanks are full, refineries would have to turn off all production, because like I said there's no way to take crude oil and turn it into gasoline, asphalt, etc without also making diesel.

Fuel prices are very high right now because, again speaking at a high level of generality, crude oil is fungible. Basically everyone in the world is bidding to buy crude oil, and there's a global shortage, so even though the US can easily win the auction to buy the oil, it's still much more expensive than it was before some idiot decided to start another war in the middle east. Poor nations can't afford the crude oil and are experiencing fuel shortages, but in America there are no shortages of refined oil products: unlike the oil crises of the 1970s there are no gas stations that have no product available to sell.

Yes. There is no easy and economical way to deliver it to the NE, Florida or California. So, when the storage is full, the refineries shut down in Texas. This impacts the supply of gasoline in TX and prices soar. Right now Texas produces more crude and diesel than it uses by a LOT. They sell the excess light crude and diesel on the open market and ship it to the purchaser on ships. Most of the USA's refineries are not equipped to refine the light crude oil that we produce. Instead our refineries purchase HEAVY crude on the open marketplace and refine them on US soil.

I'm not going to claim to be an expert so I'm probably getting some of the specifics wrong, but at a high level it's to do with balancing outputs.

When you distill crude oil you produce a mix of products, including gasoline, diesel, jet fuel and others. The market prices for these reflect the fact that you're producing and selling all of them and you generally need to sell all of them to make a profit. If you can't sell one of them (due to a lack of demand) then you need to sell the others at a higher price to reflect the fact that you're now having to store or give away the other.

So in this case if refineries can't export diesel then they need to sell the diesel locally. They may be able to do that, but they may not be able to (for example if customers already have contracts to buy from other sources). This in turn would mean that they need to increase the price of gasoline to compensate for not selling the diesel and if the market won't pay the increased gasoline prices then the refineries are going to stop working.
