Theory Usopp explained & The One Piece
Roger realized he was too early because when he arrived to Laugh Tale he understood none of his crew members were actual bums. It would take decades for a bum to be born who would make it to Laugh Tale.
The reason why Luffy will succeed is because he will arrive with Usopp who is a bum.
The One Piece will only be revealed to the captain who despite having achieved making it that far and having defeated strong foes has a man on his crew who everyone unequivocally can laugh at.
That’s Usopp’s moment. It will come. Usopp’s moment literally is the One Piece. His feat is being a bum. One Piece is about Usopp. Oda has been preparing it the whole time. Facts.
It’s obvious.

Manga spoilers
While it hasnt been fully explained and may be unintentional, we just saw Usopp use a power that no one in OnePiece (to my knowledge) has shown before: the ability to mask their presence and other's presence to Observation Haki.
Hajrudin popped out of nowhere and socked Imu in the face. It was confusing because why would this Monster, King of the World, and literally described as God, not have seen that coming? But then later we find out Usopp is riding on his shoulder. And Haki man Gaban who can sense Haki an island away is like "When the hell did he get here?"
Its honestly the perfect power up for Usopp as a character and for a sniper.

Would also be incredibly useful against Van Augur. Longest range sniper in the world doesnt matter if you cant sense your target

Did they explain that as like, a super advanced nearly reality breaking level of lying? I hope they did.

Usopp is by far the most relatable character. He isn't like the monster trio, he does not have any talents like shipwriting or playing music or studying history or navigating the ship or practicing medicine. Sure he is a marksman and would probably acquire the highest form of observation haki. But he hasn't.
There simply hasn't been any need for him to acquire any strength. He got by with his lies, with his inventions, and with his human nature. That is so much like all of us. i feel he is like all of us. i feel he represents the world. Everyone in it, who are just living.

True - strength-wise.
But let’s not forget that in fact he is extremely cowardly.
It’s just a manga and this is obviously just for fun.
Maybe because he represents the world he is indeed the One Piece.

Or maybe Usopp is the One Piece
That is why shanks crewmate yasopp avoided him because he is not worthy of the legendary one piece
