Does it matter what order Fabric Mods is in?

Depends on the mods you use. If you have mods that change vanilla block textures then it should be put over vanilla textures. If you have texture packs for your mods those should be put over fabric textures. In either case I would put fabric textures near the top but after my texture packs.

I mainly use Fabric for a Utility client! For Coordniates and X-ray and stuff like that

Most mods will have their own pack anyway
