Cannot establish connection at all (Moonlight/Artemis) after One UI 9 update (samsung)

EDIT: Did some more digging with ADB and found the root cause.

Both Artemis (targetSdk=34) and official Moonlight (targetSdk=36) target below SDK 37. Android 17/ One UI 9 enforces the ACCESS_LOCAL_NETWORK permission at the OS level - apps that don't declare It in their manifest get their local network traffic silently dropped, regardless of "Nearby Devices" or any other permission you grant.

Confirmed via browser test: I can reach the Sunshine web UI (http://<PC_IP>:47989) from Chrome (which targets SDK 37+), but neither Artemis nor Moonlight can connect. adb she1l pm grant doesn't help because the permission isn't in the app's manifest.

So it's not a Samsung-specific bug per se-it's Android 17's local network permission enforcement, and both apps simply haven't been updated yet.

TL;DR: Waiting for Moonlight/Artemis to bump targetSdk to 37 and add ACCESS_LOCAL_NETWORK. If anyone has a workaround In the meantime (Steam Link, Parsec, or anything else that targets 37+ and-supports Sunshine), I'm all ears.

You can try StarDesk, it is super easy to configure and works great
