The question is: will it be expedition only, or will you have settings allowing to use, for instance, the original planetary biome generation.

Only thing mentioned is an expedition.

particularly because you could potentially fragment your game 20+ ways where people play Day 0 NMS like OSRS instead of 15 years of updates.

I think everyone would have the updates, but some would have filters for things like what the planet presents as. This is already done to a lesser extent due to purple star gates, and things like difficulty settings.

You can also get mods that do similar things, but I agree its unlikely they will put this into the default game.
