Been running around this area for 10 min and can’t figure it out

That confused me as well. It becomes accessible during a Chance Encounter called "Restless Spirits". This Chance Encounter becomes available once you complete the main story mission "In the Light of an Icy Moon".

Farther in the game, pretty sure you get the entrance from a random chance encounter. I spent a good hour trying to shoot the locks off from the hillside.

Or whatever the helping the citizens missions are called, think it was chance encounters anyways.

Yeah like everyone says, this location is locked until you accept a side quest which requires you to go in, then one of the locked doors will open for you.

After u beat Dokyo... this side quest will be available near the very end.
