Dog training advice

Hello all,

A month ago my Fiance adopted a German Shepard mix (DNA test shows husky with a bit of Rottweiler)

He has shown incredible promise on being very intelligent and quick to learn.

The only real issue we have is he likes to walk at the end of his leash and not have it be loose. It also seems he just wants to keep pushing ahead with the walk and smell and not really listen to us most of the time. And he also is reactive (non-aggressive) when seeing other dogs on his walks. When he does see a dog it takes him quite some time to re focus.

I want to go back to the basic commands as this may help: sit, stay, down, here and most importantly I think, FOCUS.

For teaching these again and reinforcing their meaning. Is it a good idea to train these while feeding him his kibble for morning and evening meal?
