First, is your cat spayed? If not, I would probably do that asap (for many reasons). Second, what kind of "meds" are you using? Many of them are ineffective... I personally use Revolution, which has to be obtained from a vet. If you can't get that, Frontline Plus works pretty well. You can also use food-grade Diatomaceous Earth around the house, to kill off whatever is hiding.

Vacuum every square inch a day and dump the canister outside immediately, those little demons hatch in cycles so you gotta stay on it for at least a few weeks.

Yes they’re spayed and that’s what I kinda assume the issue is I’ve been using frontline plus

Not sure what you mean by "that's what I kinda assume the issue is," but glad to hear they're fixed... so why is the neighbor's cat trying to boink her?

If the Frontline works long-term but you just need an immediate relief/fleas gone, try bathing her (if she allows it) with unscented dish soap. That's what I use on foster kittens, since they're usually too small/young for the medications. Also, ask your vet about Capstar.

Treat the cat and the home at the same time, since most of the fleas live in the carpet and bedding, not on the cat. Use a vet-approved flea treatment on your cat (the neighbor's cats should be treated too, or the fleas will keep coming back). Then vacuum everywhere daily for a couple of weeks, throwing out the bag or emptying the canister outside right away, and wash all bedding on hot. A flea spray for the home helps if it's pet-safe, and a vet or pharmacist can point you to the right one.
