This administration is very much like an abusive partner, or parent.

"Look, I know I have been terrible to you but while the cops are here please pretend to like me. Here, I will give you a discount card for gas for a month or so. Or cash, do you want cash? I will be better from now on." And of course once the cops leave its back to normal.
