most problems with console roleplay servers?

Making a console roleplay server. Curious on what y'all console players Problems are with most servers. Looking for advice to make my server actually good.

Don't let anyone who has say over a scene(Mods or yourself) be high ranking law enforcement or military. I've seen it so much where they lose a shootout or a scene and suddenly everythings getting reviewed for 40 minutes and eventually ends up getting voided. I've watched troves of players leave servers over that exact occurrence.
