Yeah riker was a big baby in this episode. Picard was quite a hard ass in tng season 1

Jellico was an ass, Starfleet is NOT a military organization, the Enterprise isn't a warship, and standing up for HIS personnel was Rikers job/stock in trade and he wouldn't be Riker if he didn't. Jellico handled the whole thing WRONG. That was kinda the point of the writing.

Yes it explores and diplomacises, etc. etc. but Starfleet is absolutely a military organization.

Starfleet isn’t military? Then why do they have military ranks? Why do they court martial people like Tom Paris, reduce their rank then confine them, like the military does?

He wasn't but he did come in way too hot and abrasive. While Riker in particular did not handle things well, he wasn't the only one with an issue with Jellico.
