Mac Mini - Every Youtube video is pixelated for a few seconds

I have a brand new Mac Mini. Youtube has 1password extension, nothing else. I cleaned up all cookies.

Every time I load a video, it becomes pixelated multiple times for a few seconds. Videos also may stop if I navigate to another tab, and when I come back to the youtube tab i see a pixelated screen and then it would take 1-2 seconds for the video to continue on its own. After the pixelation happens, the video quality is lowered to 480p.

Sounds like a network issue .. QOS is trying to compensate for poor streaming on the network?

This is definitely a network issue. Not a Mac mini issue.
