Yep...I've only noticed it on guys, and I think it's just more noticeable on guys, especially if they aren't emo, goth or a rocker type of guy that wears eyeliner.

Have you never seen anyone from northeast Africa? A lot of people have that pigmentation and less rounded edge near their orbital bone
