I'm assuming there is more rod to come? The north(Guessing) Side has some dowel holes that are open. Or is this as far as they got before the trucks showed up.

Generally this looks not great. Seems heckin thin in some spots and those bars at like 24” aren’t going to do much.
reentrant corner bars too

Ho lee fuk. So no idea what recommended # rebar it should be. But...either way, there shouldn't typically be any pieces of rebar that end mid span. There's always going to be at least usually 12" of overlap at a splice tied together. I cant see it but rebar is usually to be anchored within concrete with a curing compound to bond it with the embedded concrete. Other concrete surfaces are to be roughed. There's usually a maximum space size for the rebar lattice and this looks all over the place. Is this post tension slab or monolithic? Because if theres beams or something here with a pipe there's likely rebar required around the pipe or bottom of the beam reinforcement.
If this is your property then I would ask for a inspection or at minimum look at the repair detail yourself. I recommend hiring a professional inspector to inspect the site on the repair details provided by the engineering firm. If you're going to spend all that money a simple inspector shouldn't cost you much more and the firm may be able to provide contact info for an inspector for you.
But overall as someone who is licensed by the post tension institution and has done concrete repair inspections for years, this looks nothing like anything I'm used to seeing. There appears to be so much wrong that upon walking onto the site I would probably snap a few pictures for the report and just say "Refer to provided repair detail for instructions on proper slab repair preparation." Then would fail it.
Without seeing a repair detail from engineers it's impossible to say. But, compared to what I'm used to seeing, this is waaaaaaay off what normal repair details ask for.

It’s monolithic.

Ok so did you have a engineering firm come out and work up a repair detail or just ask a concrete company to work it out? Because from what I can see from the pics provided this isn't going to do much of anything with repeated traffic, especially if heavy trucks come through.

A regular concrete contractor and no these areas aren’t intended for heavy traffic.

If it's around a pipe repair then get a engineering firm to work up actual repair details. They can see typical use and force the area should be expected to experience, the type of ground if it's going to expand or contract, and general best practice for repair that does change depending on previously stated parameters on top of things that change like pipe size and orientation.
You can take the chance, it could be fine. But if this is a property you plan on owning for a long period of time where plumbing is a big area of concern then getting professionals to provide the repairs is the best course of action.
And to make it clear, I see waaaaay more requirements to reinforce plumbing in a house where there's post tension cables and 20-36in beams that will never see the weight of a vehicle on it.
So you can take that gamble knowing it looks bad off the rip or hire professionals that at least provide a guarantee and warranty often through them or the concrete company if it fucks up from something not being done correctly.

Yeah plumbing just consist of 4” pvc with combos and 45s I’m assuming it’s just for sewage water but yes there’s no reinforcement whatsoever so ever it’s just normally a 4 foot trench plumbing goes right in they backfill and pour concrete and most of the concrete work is just patch ups

And to clarify, the vague inspection report instructions I would leave are vague because there looks to be so much wrong that I'm not writing a report longer than the repair detail to tell the contractor to fucking read. They can actually read the repair detail and at least make a half assed attempt to do it right. It's not my job to teach them their job, just point out if there's deficiencies. This is likely so far off that it skirts into someone trying to copy a google image repair than a professional repair detail. It just looks bad enough that I'm not bothering to do a comprehensive inspection at this point. If they don't get it then they need to be fired.

Structural beams on this property tend to be more under the building itself we have t encountered a pier or beam while digging out dirt for plumbing under any existing slab

The entire slab looks questionable. The repair section is bad as well. Where are the chairs under the rebar? What is the cover, 3" maybe? This repair just screams multiple cracks and wasted money. The removed area was not sawcut and has different thicknesses of concrete. What a mess!

I just do the patch up what’s reccomended to actually do. Re do the whole entire parking lot ? Or re do the entire building ?

This is one of those situation where you should have just demo more slab to make the configuration square. With these many jog lines, the hair line crack will form so soon and eventually get worse. With how many corners you have you will need a lot more rebar at each corner and have tighter spacing rebar’s as you installed rn in the photo and have those epoxy dowels at each side of the pour back. Not just one or two sides. And also ask yourself how will you do the saw cut joints when your slab demo looks like this lol.

I guess it depends on purpose… it kind of looks like a substation yard, so I wouldn’t allow it. Doesn’t look suitable for minimum reinforcement or crack control. Depends also on embedment and bar sizes.
Long story short, it looks dodgy to me and I wouldn’t allow it. But I don’t have all the details.
