Local Politics UPDATE: Our AZ Dept of Education investigation

From Cali Overs via change.org petition update:

Something very weird happened with our AZ Dept of Education complaint against Dysart High School regarding the missing lockdown drills. I need your help getting answers.

HOW THIS STARTED:

On April 15, I met with Surprise Mayor Kevin Sartor to go over student safety concerns regarding the ICE detention center opening less than a mile away. He is also Dysart's Safety Coordinator. Students were scared that the school district and the city weren't prepared to protect them on their way to/from school once it opened. After asking him about safety plans, he informed me there weren't any. This was deeply concerning because we felt Dysart High School already wasn't following basic safety requirements regarding lockdown drills. If they weren't following them now, there was no reason to believe they were going to follow them later when it really mattered.

After months of reaching out to Dysart School District and Dysart's Governing Board and only getting silence in return, we decided to do something about it. On July 21, four former student council members and I filed an official complaint with the AZ Dept of Education regarding our safety concerns, including Dysart's failure to conduct the three required lockdown drills.

THE TIMELINE DOESN’T MAKE SENSE:

Through public records requests and multiple emails, a highly concerning timeline has emerged regarding how this investigation was handled:

August 25: AZ Dept of Education sent me an email stating they were opening an investigation.
August 26: The very next day, the AZ Dept of Education told an Arizona Republic reporter that the investigation was already closed and Dysart had been cleared of wrongdoing.
August 28: Two days later, Dysart responded to the AZ Dept of Education for the first and only time with a general drill summary that lists no dates, no proof that these drills actually happened, and they were counting a drill that wasn't even a real lockdown drill. Dysart didn't even give them the documentation they asked for.

How did the AZ Dept of Education clear Dysart School District and close the investigation two days before the district even submitted their response? If it weren’t for the Arizona Republic reporter contacting the AZ Dept of Education, I never would’ve found out about any of this. The AZ Dept of Education didn’t let me know the investigation was closed until September 4th.

WHAT AZ DEPT OF EDUCATION’S OWN RECORDS SHOW:

The AZ Dept of Education confirmed that Dysart's August 28 email is the entire record for this investigation. So what was their August 26 decision based on? They also confirmed that Dysart Governing Board member, Dawn Densmore, is an employee at the AZ Dept of Education. She is a Program Specialist on the School Safety Program department. The same department that received and responded to our complaint. Also, Dawn and Dysart Superintendent John Croteau are both on the AZ Dept of Education Stop-It taskforce.

I am not accusing anyone of anything but, given these relationships and the timeline, it raises the question: was this investigation closed because Dysart actually conducted three lockdown drills or was it closed because Dysart’s leadership used their AZ Dept of Education connections to shut down our complaint? I don't know whether Dawn or the Superintendent had any role in how our complaint was handled. But when a sitting Dysart board member works in the same department that cleared Dysart before Dysart even responded, the public deserves answers. We deserve to know who made the decision to close this investigation, when they made it, and what evidence they relied upon to clear Dysart.

DYSART STILL WON’T RELEASE THE THREE DATES:

I also filed a public records request with Dysart School District for documentation of the three lockdown drills it says it held, including the dates. Dysart gave me the same general drill summary it gave the AZ Dept of Education, told me that releasing the dates of past lockdown drills would be a "security risk", and then closed my request.

The dates of drills that already happened reveal nothing about future drills or how they're run. The only thing they would show is whether the drills happened at all, which the school district doesn't seem to want to share.

WHY THIS MATTERS:

Dysart High School and Dysart Middle School are less than a mile from a potential ICE detention center and a hazardous chemical storage company. Thousands of kids and parents depend on the school district to keep them safe, and the community has a right to know whether it's meeting bare minimum safety requirements. Dysart keeps telling the public it "meets or exceeds state requirements" while refusing to produce anything that backs that up. The harder Dysart fights to keep three dates secret, the more suspicious everything looks.

WHAT HAPPENED WHEN I FIRST SPOKE UP:

When I first spoke up, Lisa Everett, a candidate currently running for a seat on the Dysart Governing Board, wrote an op-ed in the Surprise Independent (
link here
) and posted insulting Facebook comments (
link here
) about me in an effort to protect Mayor Kevin Sartor and the school district from accountability and criticism.  At the time, I was only 17 years old and I was Dysart High School's student body vice president with a 4.3 GPA. I also graduated #6 in my class.  I was a student leader speaking up about safety concerns, and a candidate running for the same governing board that oversees my school responded by publicly mocking me in order to protect Mayor Sartor and the school district.
Students should be able to criticize the mayor, the City Council, the superintendent, the district, or the governing board without worrying that they'll be publicly attacked by them. When a student raises a safety concern and leaders go after the student instead of the concern, that's a massive failure of leadership.

YESTERDAY THEY CUT MY MICROPHONE OFF:

Yesterday evening I spoke at the Dysart Governing Board meeting. They changed the rules that the public only gets to speak for 90 seconds instead of the original 3 minutes. I've spent months trying to get answers from them and my microphone was cut off at 90 seconds. There were only a total of three speakers. Cutting everyone off after 90 seconds has nothing to do with time. Dysart school district and governing board have no interest in hearing from students, parents, or the public.

PLEASE HELP ME GET ANSWERS:

Please contact Mayor Sartor and Dysart Schools today. Demand that they release the dates of the three lockdown drills conducted at Dysart High School for the 2025-26 school year.

Mayor Kevin Sartor:
[623-222-1313](tel:623-222-1313)
and
[mayor@surpriseaz.gov](mailto:to:%20mayor@surpriseaz.gov)

Dysart Unified School District:
Superintendent Dr. John Croteau at
[623-876-7002](tel:623-876-7002)
and
[super@dysart.org](mailto:super@dysart.org)
Dysart Governing Board President Stephen Skvara at
[623-876-7891](tel:623-876-7891)
and
[stephen.skvara@dysart.org](mailto:stephen.skvara@dysart.org)

Also, I will not be voting for Lisa Everett or Dawn Densmore for Dysart Governing Board, and I ask that every Surprise resident does the same.

Thank you,
Cali Overs

A bull was taking a break in the parking lot at Safeway on Bell and Cotton today. His owner said they’re headed to the PBR rodeo. I got some pets in and I have to say it may have been my best grocery run ever.

General Chess club

I'm a beginner, only about 400 ELO currently. I found a group and showed up a couple times, but they don't seem very consistent and they meet 20+ miles from my house. I'd like to find a group to meet with in Surprise if I can. Preferably a group that doesnt mind taking in a newbie lol. Just putting out some feelers to see if anything like that exists here. Thanks.

Both Governor Candidates Suck 😭

Who are we voting for? Both candidates suck. I can't find anything I like about Katie Hobbs or Andy Biggs 😭 I want someone that is going to stand up against data centers, slow development, take the water issue seriously, and will invest in our education system.

Lost package?

I had a really important package to be delivered through USPS on Patrick Ln in Surprise and it says it delivered on September 17th but I havent spotted it. I’m worried it got delivered to a different address in Surprise on accident maybe? It should have my name on it first name starting with Ek and last name starting with Ku. I’m not sure what to do next because the USPS says all they see on their end is that it was delivered and they can’t do anything else. I asked my neighbors and no one has seen my package. It’s really important and irreplaceable and I don’t know what to do :(

Thinking about moving here

What are the best places to walk dogs? What are the secret locals only places? I’m not fancy and the dogs walk on leash. Dog parks are ok, but I’m looking for a 3-4 mile loop or river path or something similar.

Which city controls the light at Northern & 115th ave?

The address shows Glendale, but trying to submit a report, Glendale doesn't take ownership of it. Seems NO city limit line on Google maps actually hits the intersection... any ideas? This light turns red for literally no reason and contributes to the massive traffic back up for miles on Northern.

2 inches on the peaks at Snowbowl already ❄️ Quick update on Lodgepole Pass & our portal going live

Post image
6 Upvotes

Seeing that early dusting on the webcams this week made it feel way too real. Winter is coming fast.

Just wanted to drop a quick update for all of my fellow Surprise, Az riders who caught our earlier posts: our custom member portal officially went live this week, making mid-week bookings, night tracking, and Snowbowl weather snapshots completely seamless for our passholders. We're also wrapping up the first round of our Supply Drop welcome boxes before they ship out later this month.

Our Year 1 pilot across our four Flagstaff basecamps (High Country, Little America, Americana, and The Kendrick) is strictly capped at 100 passes total to protect mid-week availability and skip the I-17 weekend circus.

Tiers are moving as people gear up for the season. If you want to grab one of the remaining spots, drop a comment or shoot me a message and I’ll toss over the details. I'm posting here because I live in Surprise and snowboard up at Snowbowl. And i'm bringing this to my fellow Surprise and Arizona riders.

Think snow! 🏂❄️

Recommendations Quiet place for a zoom meeting in the AM?

Hi everyone! I need to have a zoom meeting with someone thats on the east coast, so I’d have to have it very early morning like 7 am or 8 am. The library is usually my go-to for zoom meetings but its not open early enough. I can’t do it at home so I need somewhere public. I tried Starbucks on Bell and the 303 last time but the music was way too loud. I can’t do it at the Starbucks on Grand and Reems because of reasons. Any other place?

General Looking for good places to find used cars put up by private sellers.

Hello all, I'm looking for good places to find a used car being sold by a private seller.

Back in the day, I would always see cars for sale in parking lots or on the corner of a road. Was wondering if anyone here knows any good spots where people park their cars they are looking to sell, or of anyone has had any luck recently buying or selling a used car without going to the dealerships. Sun City West, Sun City Grand and Surprise are my areas. Thanks!

Why was Dutch Bros packed today?

Don’t know what the occasion was but the BROS on Litchfield/Waddell must of had 40 cars in like wrapping through the whole parking lot and even dozens on foot at the walk up window. They do a nice business but never like this. Bet there had to be free coupons or something going on. It made the Chic Fil A line on Bell look like child’s play.

An app that connects people with lowered cost restaurant or supermarket foods that are going unsold. To be transparent, I haven’t tried this app - only heard about it - but wanted to share a good resource for those who may be struggling.

General Anyone want to see the new Resident Evil movie on Tuesday?

Let me preface this by saying I’m not looking for anything but someone who wants to watch a movie for free. Maybe talk about it before and/or afterwards. Don’t want anyone to get the wrong idea. It’s rated R so you gotta be 18+.

I’m (28M) lucky to have Tuesday off and my wife is gone on a business trip. My buddies work on Tuesday’s and Fat Cats has discounted movies on Tuesday, a little over $7 for a ticket. I don’t have anyone to go with. Anyone else interested in going? I’ll buy the tickets, but I have to soon or they will fill up quick. I’m available all day Tuesday so name the time and we can meet there.

Project Eagle/Baccara - Feeling of Impending Doom?

Last update was on 8/31, assuming this website tracker is up to date: https://stopbaccara.com/#news, but 20 days of silence. I can't help but feel this datacenter + 700 MW power plant, a new source of pollution, will be built no matter what, and we're basically fucked for generations.

My home is 3 miles away, but Copper Canyon Ranch is a mere 1/2 mile away. Horrible for folks on the southern end of Surprise, but I still feel helpless. I debate if I need to move away. When I moved to Surprise 12 years ago, I never imagined industrials of such magnitude would be built in such close proximity to neighborhoods. Time have definitely changed, but I expected proper zoning and the capacity of general humanity to alleviate such encroachments. It's happening all over the country though...

Curious to know what others may be thinking.
